The Short Answer
In an IP69K test, hot water is sprayed from about 10 to 15 cm away at several angles while the device turns. A seal that survives being submerged may still be forced open by that jet, and a seal built for jets may still let water creep in under pressure of immersion, which is why the two are tested separately.
